Why are most TSA jobs part time only?

Its one of the few federal jobs that are part time. Im guessing the government can hire allot more without having to pay benefits. Also as a part timer TSA can change your days off and hours when needed for flights. Not to discourage, the  TSA is a great way to get into a federal job and opens it up for other agencies because you're already in the system,
