Don't think it is an IC, think it is more along the lines of a functional block diagram.

Discrete electronics (logic), 30+ years old and T means toggle. I think it's a counter but I could be wrong.

a part number would help. It could be a JK flip flop. but symbols are arbitrary, so a part number is needed.
