No. Diamonds are the result of carbon under extremely high pressure you can not just create them out of a mixture of chemicals

NO!!!
Diamonds are an 'Allotrope' of carbon.
The other allotropes of carbon are Graphite, and the Buckminster Fullerene'.
Diamonds can be made from graphite( common or garden soot) by applying heat and pressure.
All the 'stuff' you mention if put together and heated would probably just make an horrible 'gunge'.

I'm fairly sure that if I found a way to make diamonds from household goods and office supplies, I'd keep that recipe to myself ...
