What should the static pressure be in 78 degrees weather?

Static Pressure is only possible in a Closed System. So you would be correct that Temperature affects it. If you happen to be talking about an automotive AC System running R134A, the funny thing is the static equalized pressure will be close to the temperature F. In other words at 78 F a gauge on either the high or low side test ports will read around 78 psi. It is only with the Compressor engaged that you will have high and low sides.

Normal atmospheric pressure is about 14.7lbs/sq.in. at sea level.
