And if you ever do report anyone to ICE you better be damn sure your accusation is correct, because ICE can and will charge you with making a false report plus you can be civilly sued for harassment

No. You only report those who you have legitimate evidence or reason to believe they are not legally present. And you must give them the evidence, explain the reasons why you have just cause to believe they are in violation of immigration or visa requirements.
