are there animals that lay the eggs first and then fertilize them?

    Yes, lots of them. Too tired to look them all up, you can do that yourself.

    many animals simply release millions of eggs in the open sea and let sperms from their same species fertilize them. Amphibians and fish have eggs that are not covered with a shell, so they can be fertilized outside the female body. Frogs for example lay eggs while the males fertilize the eggs as soon as they come out of the female.

    Yes, most fish and amphibians reproduce this way. There are exceptions.
