What happens when a hospital runs out of ICU beds for new patients?

We make more. We had to open up additional beds during the last surge. The problem is not beds, it is nurses! You can find all the floorspace and beds you need, but there are only so many critical care nurses.
Our patients ended up stuck in the ER waiting for beds longer as well. Our less critical patients stayed there until we got them "fixed" enough to downgrade them.

The same thing that happens when the hotels are all out of rooms. You sleep in the parking lot in your car until they call the cops to tell you you’re not allowed to sleep in the parking lot. In America, if you want definite access to a hospital you need to build your own private hospital. And even then you’ll probably just end up like Michael Jackson. Capitalism is glorious.
