    That's how it works yep. Taken and given to the government who supposedly redistributes it to the poor, but actually just tends to keep it for themselves and their little clique of shítheads. See: Soviet Union, Communist China, N. Korea, Ceaușescu's Romania, Lukashenko's Belarus, Cuba, Venezuela.

    This Is also a description of The Federal Responsibility as well..

    Finely, though not directly, funded agriculture as an example in the United states are provided with subsidy AND investment
