The plastic plumbing pipes must be glued together with PVC glue. You only use plumbers pipe dope compound on drain lines never on water lines.

Goop is a brand name for a glue, better off to use the hot PVC primer and cement.

plumber's putty -- yes.  also, plumber's tape will work.

If doesn't matter. You CAN'T make a useful filter in the manner suggested, and neither can anyone else.

What are you using for the filter, and how are you going to wash it?  Why don't you look for a bulkhead fitting that would work on these barrels.  Or use a container that is better suited.  You want something that is not going to leak after you get it up and running.  Which means it has to be better built that gluing a piece of pipe into a hole.  Look at the Aquatic Ecosystems catalog for some real equipment and ideas. And for a pond, it is mostly about sunlight and algae.  For the muck, you will have to get it out from the bottom of the pond, so there is a question of what the 3  barrels is doing.

Teflon would be your best choice - no telling what toxins are in plumbers dope.
