Can I apply to Georgia tech as a international student if I’m undocumented?

I presume you mean that you are an illegal alien in the US. Undocumented means that you possess no identity documents. Hard to imagine how you could have enrolled in a US school without documents proving your age etc.
You can certainly apply to US universities as an international applicant. You would apply from your own country and, if you are under 18 1/2 there will be no 10 year ban. Your difficulty is that, for a student visa, you will need to convince the agent that you intend to return home when you graduate. You will also, of course, need to have enough money to pay both the fees and your living expenses.

No. An undocumented student is not the same as an international student. Undocumented students are not accepted for admission at Georgia Tech.
