Are IP address always accurate on a mobile phone? Android?

    They should be. They would be dynamic, do may change  between locations (towers in different parts of your commute). And as far as routing from site to site on the internet, yes they will be accurate, otherwise you would not land on YouTube or Google search if they weren't, when you type them in. 

    There may be slow downs, bottle necks or even outages between your ISP and some sites on any given day, but normally thing get routed around those problems, and if the issue is bad enough, an entire ISP may be blocked from the internet for a time. This can be due to a major DDOS attack or a cut in the lines (earthquake, construction, storm damage, fire, etc).
