communications hw help?

IM BAKED and cant process this can someone dumb it down for me...

    Actually, I think the author (Priscilla Coit Murphy) left out part of what she intended to write. It should probably say something like "The idea of complementrity presumes a permanence and orderliness [etc.]........,

    AND READERS WHO AREN'T DUMB ENOUGH TO GET BAKED AND THEN TRY TO READ SERIOUS, GROWN-UP SCHOLARLY ARTICLES."
