Is it too late in the season for a caterpillar to make a crysalis?

No, but it is too late from it to emerge as a butterfly or moth this year.

Any caterpillars which pupate this late in the year will overwinter as pupae and then emerge next year. Some species also overwinter as caterpillars, pupate in the spring, then emerge in the summer.
