Viruses don't have a time line.  They are here as long as there are humans to feed on.

Depends what you mean by normal and by "when there is a vaccine."  It will probably take a least a year, maybe two, to have enough vaccine and enough people vaccinated to be in a position where getting COVID-19 is unlikely.  It will also take at least that long to determine how effective the vaccine is and how long it lasts.

If this turns out to be like influenza, people will need yearly shots.  It it turns out to be like Chicken Pox, people may get life long immunity.  No one knows yes.

At the same time,  a lot will depends on the general spread of the virus and the severity of cases.  If it turns out  going forward to be more like the flu, where only a tiny portion of the population need medical care let alone hospitalization, things will get more "normal" faster.  If cases, hospitalization, and deaths spike, that will push things back.

I don't think we will ever be normal again,  these novel viruses which exist in nature for hundreds of years are going to be our constant fear.   They spread from nature to people, a big reason is the destruction of so much jungle and forest that puts bats into closer human contact,  their feces are eaten by pigs, chickens, and other food animals and we have a new pandemic
