Fuel is where a car gets its power.  The engine converts the potential energy to kinetic energy.

The engine. The transmission, driveshafts, and differential transfer the power to the ground via the wheels.

The engine is the source of power. The transmission transfers that power to the wheels to move the car. The answer is that both are required.
