What would it take to make a TRUE universal translator?

In Star Trek, they have a “universal translator” but it could only translate languages within the Federation. In Hitchhikers Guide to the Galaxy, their is a Babel Fish that you put in your ear and it uses telepathy to translate. But what would it take to make a hand held non-organic machine translate ANY language it encountered?

    What it would take is dumbing down all languages to just that which can be translated to all other languages.

    Maybe you should learn "toki pona" to see what it would be like.

    If you seriously know two or more languages, you will know that some things cannot be translated, or at least not without losing crucial info
