All that I know of have closed their campuses through the summer and are offering courses only online, with a few laboratory and clinical courses that are exceptions.  Most, but not all, plan to at least start with face-to-face instruction in the fall when the new semester begins.  My own university still does not have everyone back in campus offices full-time yet.

Depends on the university. The College of Arts and Sciences of the University of Oklahoma is supposed to have a delayed commencement ceremony on July 7. The football team is supposed to start football practice. The vo-tech schools are still open.

Universities did not exactly "close." They converted to online courses. For fall, check the website for the specific school you attend to find out whether they are continuing online courses only, completely reopening on-campus courses, or doing some combination of on-campus & online.

If you are interested in applying for admission, study the schools' websites as application periods for the 2021-22 school year should open in September. Foreign student? No visas at present, so you probably need to plan on not entering/returning in September. This is a really bad time to plan any international travel now anyway.

Actually most U.S. universities remained "open": the buildings were closed, but classes continued on-line.

During the summer term, many U.S. colleges are closed in any event. Those that are open mostly have classes on-line online.

For the fall semester beginning in August, some universities have not yet announced their decision. Others have announced their plans to have classes on campus or not: some plan to open as normal, some plan on-line only, and others have a hybrid model of a shortened semester, with exams taking place on-line. These plans may change depending on the direction the pandemic takes (increasing or decreasing in severity).

All US universities will be open to some extent. But none of them are going to be fully open as before the COVID-19 pandemic struck.

61% of universities have announced they will be open for the fall semester. 8% will have classes fully online, and the rest will do a hybrid program
