Why don't they put fins on napalm bombs?

One explanation was that such bombs are supposed to spread so accuracy is not desired.

I was not convinced because they also drop them from single aircraft on point targets.

My guess is that napalm doesn't work well at high impact velocities, so absence of stabilizer works like retarding device - a bomb tumbles in air which increases drag and reduces speed. Am I guessing right?

napalm bombs had tail fins and even the bombs without fins, did not tumble during flight
