I don't know of any U.S. mayors with PhD degrees, specifically, but there are countless mayors in the U.S. There are about 1,400 mayors of U.S. cities with populations of 30,000 or more, but really every town with a population of 5,000 or more probably has a mayor.

I'm sure there would be at least one with a PhD.

Many U.S. mayors have Juris Doctorate (Law) degrees.

Are you asking if they get a doctorate just for being mayor or if someone with a doctorate could be elected mayor?

Some schools award "honorary" doctorates to politicians.   Northwestern University is giving one to the mayor of Chicago.  It doesn't really mean anything, it's just politics.

If the mayor completes the requirements for the degree, then yes.
