Probably not.  You will need to reregister if you moved.

Depending on your state, if you have not voted since originally registering, they may have removed your name from the list of registered voters.  There is a process that they are supposed to go through before assuming that a person who has not voted recently is dead or has moved (as not voting is not grounds for removal) that requires giving you a chance to confirm that you are still alive and living at the same location, but not every local election authority strictly follows the procedure.

You can check with your local election authority to see if your name is still on the list of registered voters.

Unless you've changed your address since then, no.

The rules of each state are different, and the rules in Moscow are different from the US.

Probably not. But considering that was four years ago, don't you think it would be wise to check if you're registered?
