    If this a gift for someone then use the basic reccomended length suggested by pattern and education sites such as Yarnspiration or The Spruce. Both recommend 60 inches for a winter scarf. It's long enough for at least one or two wraps around the neck. 

    If this is for yourself then make it as long as you want it to be. As you knit or crochet try it on for size and continue knitting or crocheting until it's the length you want. Ones worn in winter for warmth over a coat are longer, ones worn inside the coat can be shorter, ones for kids are shorter,  fancy ones worn for fashion can be as long or as short as you want. That's the beauty of knitting or crochet, you are in complete control of the finished project.
