got rid of the (Poorly) colored background----and drew a NEW background.  Fortunately, the background was painted around the "people" and not against or overlapping them, so was easy to erase or use "Gimp" to easily match and ZAP the color out.  A new background was drawn by hand behind the people, or drawn on another  Gimp layer and stuck behind it.

They took a naive but reasonably expressive piece of folk art drawn from a photograph, then scanned it imported it into Microsoft Paint and added a really awful background. I hope that helps.

Simply put, they took meh and turned it into poo. There is a lesson to be learned.

@Sara, you might want us to believe the before and after claim, but it don't fly.

Believe it or not, you're too dumb to believe that the artist actually ruined the drawing by painting that background with acrylic paints and then the artist cut the drawing and stuck it to a blank paper, then started drawing that bench and tree behind them.
