Japan does NOT make or sell 2 stroke street bikes, some manufacturers located in Japan may sell 2stroke street bikes in california - some subcontracted in Taiwan or South Korea. Federal emission laws need to be met and then CARB standards for California met . Current 2 stroke street bikes - Yamaha had a couple small models and scooters classed as motorcycles that had gotten catalytic convertors, fuel injection contracted made in Taiwan by Adli , Suzuki had couple models rebadged made in South Korea by Hyosung . 125cc, a 250cc scooter and street bike , motorcycle with same basic drive train. Trump has little power to restrict sales in california- that is Californias own state restrictions. Aprilla was selling 125cc 2 stroke UK market and same model was being sold in most of USA - but not California. Yamaha had liquid cooled 2 cylinder motorcycle with cat and fuel injection meeting emissions standards for USA, EU as a continuation of older 2 stroke- 350 or 400cc that was also domestic engine for their small sized motorcycle market . as part of trade deal MIGHT have a limited number of 2 strokes getting EPA variance .

President Trump does not have the authority to allow the use of two-stroke motorcycles on the streets ANYWHERE in the United States.
