The  Vichy  Govt of  France  ordered the  French  navy  to  scuttle  their  ships  so that  they  didnt  fall into the hands of the  Germans. The  Germans had  broken the  agreement that  divided  France into  a German  half  and a French  governed  half. The Germans  were  moving  forces  into the  Vichy  controlled  France  and the  Vichy  Govt  members  could  see the  writing  on the wall and that they were on the losing  side.

Because neither the French nor the British wanted the French Fleet to fall into German hands.

we attacked one group of ships and sunk them But the french would not take any offers
