Well, the IRS doesn't get fined for not paying income taxes, so I am not sure why they would be paying the fines.

The IRS, by definition, CAN'T owe income tax fines.

Since IRS doesn't pay income tax, fines are not an issue.

When they overcharged me a few years back, I got not only a refund but interest on that refund as well.

Where I live they have an office that helps old people like me.  I got lucky and a real tax guy helped me out and we spent the afternoon chatting.  The IRS  worked up a plan whereby I only pay 30 Dollars every month until it is down. It is called the office for the aged!  I am 79!

Why would the IRS pay income tax fines? They charge interest and penalties. They don’t pay fines.

Why and the hell would the IRS have fines? They collect taxes, not pay them. Please stay in school.
