what is non public sector of economy ?

chinese conference always mentioned they will encourage ,guide the development ,of non public sector of economy ,is there anyone who explain what non public sector of economy means ,I don't understand the meanings of these abstruse phases ,Thanks

    The non-public sector is a public sector in economics. In the flow diagram, the economy will be run by the private sector under the rule of law. It should be government intervention. That is the basis of capitalism.
