If someone doesn't have lots of connections on LinkedIn, does that mean they aren't regarded as a good employee?

For example, pretend there's two mid level Software Developers at a company. Both have the same exact salary and the same exact job.

-Software Developer A has 500+ connections on Linkedin

-Software Developer B has 2 connections on Linkedin

Does that people at the company they work for view Software Developer A has the better employee? Or could that not be true at all?

No, it means that they are a good employee and spend their time doing their job instead of trying to get more LinkedIn connections. If someone has 500+ connections, and their job isn't getting more connections, that means they've probably been neglecting their job to work on getting connections.

LinkedIn is now a boss circle jerk, it started out for anyone but ordinary people have deleted or forgot about their profile.

That's a dramatic difference! A person who has a lot of connections from highly placed, highly reputable people probably has excellent references, and the kinds of connections which will help them get jobs. But some people have excellent reputations, references, etc, but don't want all that info online. Putting info online does incur risks. And do NOT make assumptions! You need facts. And you cannot go solely on linked-in connections.
