are there plug - in electric burners for serving hot beverages without a stove near by?

The simplest would be a normal electric kettle - just boil the water and make tea or instant coffee or a fruit infusion etc. There are also coffee making machines. You can get plug-in hot plates (junior hobs) if you prefer to use a saucepan. In Britain I have never heard anything of that sort called a "burner".

You can very well use a peculator coffee maker, without the metal rod and basket insert, to keep a pitcher of hot beverages hot. I have done this to keep hot chocolate hot.

Sure. Coffee mug warmers. In kitchen appliances and on-line. What we need is a mini-microwave.

The item you're describing is called a "hot plate". They've been around forever, mostly used in rented rooms and hotels without a kitchenette. If you just want to heat water, there are also "electric tea kettles".

There are ones for keeping things warm and ones that you can heat up cold ones. Look up warming trays and also hot plates.

Yes. Catering suppliers do mini hotplates for keeping eg coffee hot (at the risk of stewing it)
