I have a 1999 honda HRV. There is a lever next to the steering wheel that moves up and down about 4 inches. any idea what this lever is for?

    It is called a turn signal. Try using it sometime.

    It's for the drag chute.

    I have it. You can slam the steering wheel into your nuts, or move it high closer to the windshield if you are a fat driver so your belly has room. That is called steering tilt clamp. Try it. You will like it.

    It locks and unlocks the steering wheel to adjust its height. Up to easily get in and out of the car, down ( where ever you want ) to drive comfortably.

    If your gas pedal is stuck just move the lever, shifting to neutral wont help.

    It most likely allows you to adjust the position of the stearing wheel (up or down, in or out). Flip the lever down and try adjusting the wheel. Once you have it where you like it flip the lever up to lock it in place.
