How come we do not have a craft that can take off of a runway, reach space, and land back on the runway all by itself?

Because it's more reasonable to use multi stage craft. There are a few launch systems that come close - use an airplane for the first stage to get up to ~30..40 k feet, then launch a rocket to do the rest.

Problem is, you don't want to (from an engineering point of view) lug around all those useless wings once you're out of any reasonable approximation of atmosphere.

They have not come up with that technology yet.

I think there is, though it doesn't get very FAR into "space".
