    The secret police have agents everywhere.

    It's a lot of organising to get a population to rise up especially against a religion.

    Perhaps it's because the last time they had a (large-scale) revolution against a tyrannical leader, it resulted in the current leadership, they're probably afraid that the next revolution will make things even worse.

      I don't consider a military coup (one group) to be the same thing as a revolution (typically many groups), but thank you for pointing out that there were other smaller revolts and attempts to overthrow the people in power.

    Why don't you have the guts to go there and foment the revolution for them? Talk's cheap. Action isn't.
