In the UK, what is the biggest hurdle that prevents people on modest salaries from saving a reasonable amount of money? Is it the rent?

For people on modest salaries who want to save money, is rent the biggest obstacle that prevents them from saving a reasonable amount of money?

Is having to pay rent the biggest thorn in their side that stops them saving a reasonable amount of money?

    The property bubble and the austerity programs. The property price, including rent, will increase, In the meanwhile, the state will pay less for safety-net.

    Rent/motgage would be one of the largest outgoings per month

    Cost of living is also rising faster than most people's wages. Whilst we are told that people are getting pay rises, if it's less than the cost of inflation, then it's a pay cut.
