When Bush senior said those who think we're powerless to combat this greenhouse effect, are forgetting about the whitehouse effect?

What was this whitehouse effect and how did it destroy the greenhouse problem

    Bush senior was one of the squishy elitist Republicans that preferred to march toward the cliff more slowly than the Democrats that wanted to rush for the cliffs like lemmings searching for Utopia.
