NOTHING any state does to deprive itself of enforcement of drug laws has any effect upon the federal laws regulating the same thing. It is a federal crime to possess any amount of any part of any Cannabis plant, under federal law, including the amount in your blood or hair three weeks after ingesting some.
Contrarily, actions by "states" do not necessarily trigger enforcement by the feds, but any federal law enforcement agent who has sworn to uphold the laws of the United States can (in theory) be immediately fired for failing to do so with the necessary diligence.
Similarly, if all states were to immediately repeal their copyright statutes, the federal copyright statutes would remain enforceable in every state, under the federal jurisdiction given in the US Constitution. Oddly enough, there are some state copyright statutes that may be enforceable until 2067, as pertain to things not covered by federal law, such as duplication of sound recordings made prior to 1972.
