Landlord's practices are monitored by civic boards. I'm assuming a home owner would be responsible enough to either have taken precautionary action against these things or would have the resources to rectify the problem. If a home is unsafe to live in, try the YMCA, churches sometimes fund shelters, find a halfway house, or get into a rehab detox unit if that's what's really the problem.
Private renting isn't perfect but for public shelter to work, citizens need to be responsible and contribute to society through taxes/volunteering and also by considering the well-being of society before making decisions. People who are unprepared to care for a child should think before putting themselves at risk for pregnancy. Don't self-sabotage and then expect American citizens to shoulder your burden. We may have no choice but to do so, but unless you decide to live responsibly no amount of welfare will make your life easier.
