I can understand letting their kids own an iPod once they are teenagers. Kids who are 13 and older are responsible enough to not destroy an expensive device, They know right from wrong, etc. Still, accidents happen to adults even, but it wouldn’t be the same as giving their 5 year old an iPhone 7. That, in my opinion, is ridiculous. Other parent’s main concern is social media and the many people who can now text or call their child so owning an actual phone gives them less control and can worry them. So if that’s the case, an iPod would be suitable since it really only has games and music. In your case, I think having to wait until 18 is very strict considering that having a phone is pretty much the main way to keep in contact with friends and well, basically everything else going on in the world.
