I HIGHLY DOUBT that your "Pirated" Wii is banned for a few reasons...
1) Nintendo officially shut down the Nintendo WiFi Connection & WiiConnect24 services on May 20, 2014... The only online services still active is the Wii Shop & 3rd Party On-Demand video services (Netflix, Hulu, Amazon... YouTube has been discontinued).
2) Don't worry about any payment details as the Wii Shop NEVER stored those details (as you had to enter payment details every time you wanted to use a credit card to purchase Wii Points).
3) You most likely have some type of hardware or software modification that may have potentially bricked your system. Without any picture of the screen content, it's hard to say if it's bricked or you're inexperienced with the mods.
In the event that your system is bricked, there's rarely anything you can do unless you have a way to back-up & restore your system that can be accessed before you hit that brick point. This also gives Nintendo the right to refuse any repair services to your system as a result of the modifications.
In short, unless you can fix it yourself... you're out of luck.
