You're screwed to put it bluntly. You can either let it dry for a week or two, ignore and use it. Or strip the entire thing, sand it down to remove all the stain, then redo it. If you continue to try to put stuff on top of it, it'll just keep screwing it up.
I tried the water based stains that they came out with in the later 90's, they sucked. Had to go through the strip it and redo it all with oil. Two years ago when it was once again time to redo the deck i once again decide to go with the water based stains, supposedly much better now a days. While it did work better, still doesn't come close to the protection and how long the oil based give.
