Sorry, but your IP address is tied to your ISP & your location... so you can't really change it.
Most residential grade connections have dynamic IP addresses, so your IP address will change occasionally (usually one a week) but still within a predefined range of IP addresses your ISP has (like 192.168.*.* for example, replace * with a number between 0 & 255)
Commercial & industrial grade connections have a static IP address (like 192.168.0.1, for example) as they need it in order for their websites to function properly.
While you can't properly change your IP address, you can "spoof it" by using a VPN or a proxy service. However, these usually slow your connection speeds down as you're routing your online data through a 3rd party & when it comes to the Wii... that can potentially yield some undesired results.
The only way to physically change your IP address is to actually move... typically out of the state or country you're currently living in as different ISP's will have different IP addresses available to them.
