    One of the functions of the Philippine Embassy is to renew passports. Contact them to see what documents you need to submit and the hours of operation.

    Yes, that's what the PHL Embassy is for. It's going to be a wee bit pricey in some countries but at least you get a passport.

    Yes, The Philippine Embassy in whatever country you are can renew the passport for you.
    Better do it early, Because it takes a long long time with all the delays because they are using the new passports.
