why people from high-income countries who travel to middle and low-income countries do so as tourists..?
why people from high-income countries who travel to middle and low-income countries do so as tourists, while those who travel from low and middle-income nations to high-income societies do so as immigrants?

Immigration and traveling are not the same thing. The former is permanent residence, the later is temporary.

People from high-income countries typically don't want to immigrate to a perceived lower standard of living, but want to see and experience other places, while people from low-income countries typically don't have the disposable income to travel to high-income countries just for the entertainment aspect. Fairly logical.

because people want to see the world...so if u have the money you cant travel but they rarely stay, however the other way round the people want to stay and try and make a better life for themselves, they're not there to see the sights.
