    NCR is a particular area -- because of the fact it has no provinces. Its optimal political unit is the cities (Caloocan, Makati, Quezon, Manila etc.. and basically Pateros isn't the city between the places there.) yet others divide it into 4 districts, the Capital district, jap Manila, CAMANAVA and southern manila district.. NCR is likewise not a province, because of the fact from its call: this is a area. :)
