So the whole assembly was called a “set”. The earliest TVs used closely related technology with the same limitations and so were commonly called “wireless picture sets” which received television broadcasts. It wasn’t until a little later that the receiving equipment became known more commonly as a “television receiver set” and then a TV set. Now just a TV.
