Best answer: Why are you saying that Melbourne has "ghettos"? I say there are no real ghettos in Melbourne.
Yes, there are locations around Melbourne that have higher proportions of Southeast Asians -- Springvale with Vietnamese and Cambodians, Box Hill with Cambodians and Laotians, Richmond with Vietnamese and Footscray with Vietnamese. The reason for that is that back in the 1970's and early 1980's there were "Migrant Hostels" run by the immigration department located in Springvale, Nunawading and Maidstone and the Southeast Asian refugees were initially housed there and found work in the surrounding area.
The African refugees (Sudanese etc) are now being located all around Melbourne with local "social welfare" groups looking after the refugees. There are a few isolated areas with higher numbers -- Dandenong with Christian Sudanese and Flemington/Kensington with Muslim Sudanese.
