    Because the people of the United States wished to remain isolationists after the bad experience they had when they got suckered into the first war. When his 1940 campaign came around and he needed to stay in office to complete his goal of pulling Germany into a war Roosevelt appeased the American people by assuring them that he would never send Americans to fight in any European conflict.

    At the same time, however, he was using scare tactics to try and persuade them into the war in Europe - telling them how easy it would be for Hitler to attack the United States. The fact that Hitler had no desire to attack the United States was something they were never told. Roosevelt was already involved in the war, violating the Kellogg-Briand Pact of 1928 and the Neutrality Act of 1939.

    The only way he could obtain public support to go to war in Europe was to arrange for a direct attack on America's back door - Hawaii. This is where he committed treason. He laid a trail of breadcrumbs to the Japanese with promises of oil that they so desperately needed, then pulled the rug out at the last minute. This infuriated them into attacking Hawaii in retaliation.

    Thus, it was Roosevelt who provoked an attack on a United States military installation - an act of treason. It had the desired effect, however, and it got him the European war he wanted. Japan and Germany were allies, so an act of war with one was an act of war on both.

    In all honesty, though, it was Germany who declared war on America first. But hitler had sound reasons for doing so. Germany was the one that Roosevelt was stirring up conflicts with ever since 1933 - and Hitler knew everything that was going on and why. He knew also that Roosevelt was building up to get involved in a war with Germany at the slightest provocation.
