I have spoken to my neighbor several times about this issue. He assured me that the issue would be resolved. The first time he told me this was a year ago when I first noticed the bricks in the wall being moved. How do I complain about this issue?

Using energy from the sun, the plant will convert carbon dioxide and water into sugars (the 'food') and oxygen (a waste product, which is released and consumed by animals, who in turn produce carbon dioxide and feeds the cycle). Without the sun's energy the chemical reaction in the plant's chloroplasts cannot take place, the plant can't produce sugars, and the plant will then die.
