Why do some people return missed calls from phone numbers they haven't seen before even if there's no message?

I notice that when some people discover missed calls on their cell phones from numbers they don't know, they call back and ask questions like "hi who is this?" or "did someone call me from this number?" I kind of wonder why some people do this even though they don't know the number and the call has no message. I don't return calls like this unless they leave a message exactly for me.

People as a whole are naturally nosey. And also paranoia or hope that someone they want to talk to is calling
