Can I file a restraining order against my sister? (Wales)?

Basically my sister is a b*tch. She's 4 years older than me and gets me into nothing but trouble. She lies about me to everyone. Makes fun of me, hits me and today she took it too far by threatening to stab me. Is there a way I can file a restraining order against her? I've been to my parents about this but they are always on her side and they witness her constantly swearing at me and hitting me. She is recently recovering from depression and should be in University. She always takes the little things I do (e.g earlier I threw a phone gently on our CARPETED floor) and magnifies them so it seems like I intended something bad to happen to it. Even when she is clearly in the wrong, my parents don't do nothing because they are afraid they'll worsen her depression. Going back to when I threw the phone, she said I threw it as hard as I could at the floor and how it could have broken or how it could of hurt someone even though we were the only ones in the room. So can I get a restraining order if not what can I do!? Any help would be greatly appreciated.
