In a title for a book, is the word “on” capitalized?

Is “on” capitalized or not? What about: “it”, “in”, “there” or “with”?
I know “the” and "and" are not as important words as like, lets say: “Looking” in a title for a book.

Not unless it is the first word in the title. That said, some publishers have 'in house' styles, and they capitalize EVERY word in a title -including 'the' and 'an' and all the other little guys. So it just depends on whether you are self-publishing, or going with a regular publisher. If you are self publishing, you set the style and can use upper case and lower case however you wish. If you are going with a regular publisher, that publisher will set the style for the title.
