Computer controlled power supply?

I am wanting to build a power supply that the voltage can be regulated and interfaced to the computer so motors or lights etc. basically a variable lab power supply. either via the serial or parallel port. I am lost where to start. I was wondering if a digital voltage meter/ variable resister. any help would be greatly appreciated.

A varistor, something like Arduino, and a DC power supply?
